OSHA defines a body harness as a system of straps that distributes fall-arrest forces across the thighs, pelvis, waist, chest and shoulders and provides a means for connecting the worker to other fall-protection components. The harness is one element of a personal fall arrest system (PFAS) that also includes anchorages, connectors, and lanyards or deceleration devices.
Two regulatory sections are the main sources for harness requirements: 29 CFR 1910.140 (general industry: personal fall protection systems) and 29 CFR 1926.502 (construction: fall protection systems criteria and practices). Employers use 1910.140 for general industry tasks and 1926.502 for construction activities; both establish performance, use, inspection and training obligations.
When used as part of a PFAS the harness attachment point (D-ring) must be located at the center of the wearer’s back near shoulder level or above the head so the system arrests the worker in an upright position and reduces the chance of suspension trauma. Rig the system so an employee cannot free-fall more than 6 feet unless the manufacturer’s system design allows otherwise.
Personal fall arrest systems must be capable of limiting maximum arresting force to acceptable levels (OSHA specifies limits when used with a body harness) and components must meet tensile/impact criteria described in the standards and appendices. Anchors, connectors and lifelines must meet the strength and testing guidance in the regulations and appendices.
OSHA requires that employers ensure harnesses and all PFAS components are inspected prior to each use for wear, damage, abrasion, chemical exposure or other deterioration; defective components must be immediately removed from service. Many employers supplement daily user inspection with scheduled competent-person inspections and manufacturer-recommended servicing intervals.
A harness alone does not stop a fall—anchorages and connectors must be compatible and meet OSHA strength requirements. Anchorages used for personal fall arrest systems must support at least twice the potential impact energy or a minimum of 5,000 pounds per attached employee unless engineered differently and documented. Connectors (snaphooks, carabiners, dee-rings) must be appropriate for the connection and must not be substituted with non-rated hardware.
Employers must train employees in correct use, inspection and limitations of harnesses and associated PFAS components. Employers must also plan for prompt rescue or self-rescue following a fall and keep inspection and removal-from-service records as part of their safety program. Choose the correct harness model and sizing, consider work tasks (leading-edge work, confined space, rescue), confirm manufacturer’s compatibility instructions for lanyards and SRLs, and require fit checks before each shift. Document model, serial number and inspection dates as part of equipment records.
